Texas Instruments' TI-99/4A (1981) is emulated by ti99sim. Your cartridges go into /recalbox/share/roms/ti994a, with the .ctg extension. A keyboard is required for most programs.
The system cartridge is mandatory — without it, nothing boots:

The BIOS checker will tell you what is missing.
The TI-99/4A needs a lot of keys, and its start-up screen is navigated with the number keys. A pad-to-keyboard file is shipped by default with the emulator and translates the pad into key presses:

For the in-game joystick itself, use the left stick and the A button.
That file is a plain
.p2k.cfg: you can copy and adapt it game by game if a program needs other keys. See Pad-to-keyboard.
