The ps1_rom.bin file is the PlayStation BIOS built into the PlayStation 3 for backwards compatibility. It has two rare qualities: it is universal (it suits games from every region) and it can be obtained legally, without extracting the chip from a console. It is therefore the best choice for the SwanStation and DuckStation cores.
This BIOS is not recognised by PCSX-ReARMed, which expects the original BIOS files (
scph1001.bin,scph5501.bin,scph7001.bin,scph101.bin).

Copy the file as-is into the BIOS folder:
/recalbox/share/bios/ps1_rom.bin
Then check that it is properly recognised with the BIOS checker: press START, then BIOS CHECKING.
